At the beginning of each academic year, the University President shall, based on the recommendation of the Graduate Studies Council, form a committee of faculty members to investigate violations by graduate students as follows: 1. Dean of Scientific Research and Graduate Studies, or their delegate, as Chair. 2. Dean of Student Affairs, or their delegate, as a member. 3. A faculty member from the Faculty of Law, as a member. 4. A faculty member from the University, as an alternate member. c. 1. At the beginning of each academic year, the University President shall, based on the recommendation of the Dean of Student Affairs, form one or more committees of three members (one of whom must be a legal expert) and one alternate member to investigate student violations. 2. The University President shall appoint a Chair and a Vice-Chair for each committee from among its members. d. If the Chair of the committee or any of its members has a familial relationship, friendship, or enmity with the respondent or any of their relatives, or if they are the complainant, they must recuse themselves from considering the complaint. If the person who recuses themselves is the Chair of the committee, the ViceChair shall preside over the sessions. Article (9): Second: Jurisdiction a. If a violation occurs in a building belonging to a faculty or a center, the jurisdiction to consider the violation shall lie with the investigation committee of that faculty or center. If no such committee exists, the jurisdiction shall lie with the investigation committees formed at the Dean of Student Affairs. b. If the violation occurs during lectures (in classrooms or examination halls), whether in-person or online, the jurisdiction shall lie with the investigation committee of the faculty or center responsible for the course in which the violation occurred. c. If the violation occurs outside faculty or center buildings, or outside the University under the circumstances specified in these regulations, the jurisdiction to consider the complaint shall lie with the investigation committees at the Dean of Student Affairs. d. The investigation committees at the Dean of Student Affairs shall have jurisdiction over cross-complaints that fall under different investigation committees.
